Retrospective transaction-preflight measurement priority

Current first candidate: SolUnesco / Great Bay / Catalina Southern Company transaction.

The transaction is publicly bounded at four projects (~550 MWac), but April 2025 sits at Southern Companies' Order No. 2023 transition boundary. A common OATT family does not prove a common transitional/annual-cluster regime.

Before shadow design: bind the governed four-project schedule to exact process regime/version and require at least two completed units in one compatible regime. Mixed regimes must be measured separately; singleton regimes cannot be pooled to manufacture recurring economics.
