Internal pre-contact control. A future 3–5-event retrospective must measure value component by component.
Required attribution
Each claim binds a documented baseline, the actual economic bearer, measurement source, causal attribution, net reduction state and an overlap group.
Zero by default
Unknown baselines, unknown bearers, transferred work, public/generic hygiene, unresolved causation and unsupported monetary consequences count as $0.
No double counting
If two otherwise countable components claim the same value pool, the entire overlap group is zero until resolved.
Price stays downstream
The derived total may later feed the 5× COGS and DK price-window gates. This page establishes no buyer value, WTP, price or pilot.
