Provider Source Admission
Point-in-time factual control. A frozen source is not “current” merely because its bytes still match the file that was originally captured.
Admission states
CURRENT_SOURCE_VERIFIED— the authoritative source state is admitted under the recorded method/date.FRESHNESS_UNRESOLVED— current authoritative source state or a required canonical observation cannot be established; production event emission blocks.KNOWN_STALE— a newer authoritative source is known; production event emission blocks until reviewed.SYNTHETIC— demo-only event, never a production-current claim.
What the controls caught
Internal audits caught two real version-control defects: the ERCOT/Oncor lane still referenced the February Planning Guide after current Section 5 became effective August 1, 2026, and PJM Manual 14H had advanced from the retained Revision 04 to Revision 06 effective August 19, 2026. The PJM defect came from treating a historical committee redline as currentness evidence rather than reconciling the canonical Manuals page.
Canonical observation boundary
Executable canonical-current observers currently cover MISO-DPP, PJM-NSR-CYCLE and ERCOT-SECTION5. For those cores, a current-source assertion requires a matching observation. SPP, CAISO and Idaho Power remain admitted under their recorded manual/current-file methods but are not represented as having the same executable observer.
Commercial boundary
Source admission establishes source freshness only. It is not legal applicability and does not establish project applicability, legal refundability, collateral eligibility, borrowing-base treatment or a financing recommendation.
