NineDot public candidate population: context, not financed membership

Current official EIA Table 6.5 exposes 22 NineDot Holdings battery rows totaling 91.3 MW. Natixis publicly describes its construction financing as 28 BESS projects totaling 124 MW.

The populations do not reconcile. That mismatch does not exclude any EIA candidate from the financing; it blocks the opposite inference: public project candidates cannot be promoted into the financed register.

Even exact aggregate congruence would not prove membership. Public population reconstruction is $0 buyer value and public project-name mining is stopped until an explicit binding source exists.
