2. Exact financed projects are bound.
3. Each project is bound to an exact process regime/version.
4. At least two completed units share one compatible regime.
5. Baseline re-performance and downstream disposition are measurable.

No private data, pilot, price, WTP, payer or value claim is earned from public scope alone.
