The first serviceability cohort must use a predeclared delivery-procedure signature, not a geography, portfolio or broad “NY SIR” label.
What must stay stable
Provider/utility, process, rule version, security mode, utility/form family, facility evidence profile, event procedure bundle, buyer evidence schema and downstream factual-review procedure.
Why
DN denominator integrity and DM anti-cherry-pick selection can still mislead if materially different procedures are labeled as one family. A material signature change is therefore a separate family-cost decision.
Event classes
Different actual event classes may coexist only if the same governed procedure bundle applies. That does not make the small cohort statistically representative.
Current state
No target family proof exists. No pilot, value, price, WTP or private-data authorization is created.
