Measure what the downstream reviewer actually reuses

Synthetic measurement artifact. A technically correct borrower preflight is not automatically valuable. The downstream lender, Independent Engineer or Lender Technical Adviser may accept a bounded cell as input, reperform it independently, reject it, or mark it not applicable.

Separate control owners

Receipt v7 records the upstream factual/control result. A separate disposition receipt records the downstream reviewer's treatment. The preparer cannot self-assert downstream acceptance.

Commercial gate

Accepted input is a measurement signal, not financing approval, assurance or proof of savings. If every applicable procedure is reperformed independently and no material exception, rework or cycle-time effect remains, the borrower-preflight commercialization route should fail.

Economic proof gate

Downstream acceptance does not become savings without a documented baseline. Price exists only if measured buyer-value ceiling overlaps the measured delivery-margin floor.
