Commercial scope: security state, not deposit-only

New York's SLOC reform standardized a public cash/non-cash rule layer, while post-reform interconnection financing still persists. The durable product object is therefore interconnection security-state evidence: project/facility binding plus cash or instrument state, amendments/replacements, cash conversion, draws, releases/refunds, source versions and preserved exceptions.

Deposit borrowing-base evidence remains one supported use case. Public eligibility, issuer, form and conversion-rule checks are commodity inputs and count as $0 buyer value. Paid value remains unproven until a buyer shows recurring factual re-performance, exceptions, rework or cycle-time consequences.
